Eligible students studying in a full-time locally-accredited self-financing post-secondary education programme at sub-degree (i.e. associate degree or higher diploma) or degree level may apply for financial assistance under the Financial Assistance Scheme for Post-secondary Students (FASP) / Non-means-tested Loan Scheme for Post-secondary Students (NLSPS) through “SFO E-link – My Applications” of the Student Finance Office (SFO) of the Working Family and Student Financial Assistance Agency. For details of the two schemes, please refer to FASP and NLSPS.

Please note that you should be a registered full-time student of a programme covered by FASP / NLSPS in 2018/19 before you submit your application. Your application should normally be submitted within one month after commencement of your programme. Please refer to the application deadline of respective institutions for new students to be announced in SFO’s website in mid August.

Welcome to the Electronic Advance Application System for Post-secondary Programmes "E-APP".


E-APP is a one-stop online application system developed by the Education Bureau for the Hong Kong Diploma of Secondary Education Examination (HKDSE) candidates of current year. It provides a fast and convenient application channel for the HKDSE candidates to lodge advance applications before the announcement of HKDSE results for full time locally-accredited sub-degree and undergraduate programmes (including most of the eligible programmes under the “Non-means-tested Subsidy Scheme for Self-financing Undergraduate Studies in Hong Kong”) that are not covered under the Joint University Programmes Admissions System (JUPAS). E-APP applicants may receive conditional offer(s) from institutions before the announcement of HKDSE results.
